INTENT
The NRC previously issued guidance about the U.S. Department of Homeland Securitys (DHSs) Homeland Security Advisory System (HSAS) to certain groups of NRC licensees in Regulatory Issue Summary (RIS) 2002-12I, Transportation of Spent Nuclear Fuel Greater than
100 Grams- NRC Threat Advisory and Protective Measures System, Revision 1 dated October 3, 2002. The NRC is issuing this revised RIS to identify a change in the implementation of the HSAS as outlined in Homeland Security Presidential Directive (HSPD)-3, Homeland Security Advisory System, dated March 11, 2002, and HSPD-5, Management of Domestic Incidents, dated February 28, 2003, for the addressees above who received RIS
