The purpose of the meeting was to discuss PSEG's planned submittal of a license amendment request for Salem Nuclear Generating Station (Salem), Unit Nos. 1 and 2, to revise the technical specifications for the reactor trip system and engineered safety feature actuation system (ESFAS) instrumentation.
On July 19, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of PSEG Nuclear LLC (PSEG, the licensee) by teleconference. The purpose of the meeting was to discuss PSEG's planned submittal of a license amendment request for Salem Nuclear Generating Station (Salem), Unit Nos. 1 and 2, to revise the technical specifications for the reactor trip system and engineered safety feature actuation system (ESFAS) instrumentation. Specifically, the amendments would revise the technical specifications based on Technical Specifications Task Force (TSTF) Traveler TSTF-411, "Surveillance Test Interval Extensions for Components of the Reactor Protection System (WCAP-15376-P)," and Traveler TSTF-418, "RPS [Reactor Protection System] and ESFAS Test Times and Completion Times (WCAP-14333)."
Specifically, the amendments would revise the technical specifications based on Technical Specifications Task Force (TSTF) Traveler TSTF-411, "Surveillance Test Interval Extensions for Components of the Reactor Protection System (WCAP-15376-P)," and Traveler TSTF-418, "RPS [Reactor Protection System] and ESFAS Test Times and Completion Times (WCAP-14333)." The meeting notice and agenda, dated July 6, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17187A029. A list of attendees is enclosed with this meeting summary. The licensee presented an overview of its plans to submit the license amendment request. The presentation closely followed PSEG's slides provided for the meeting (ADAMS Accession No. ML17199S290).

There would be no changes to surveillance test intervals based on previous implementation of a Surveillance Frequency Control Program in accordance with TSTF-425, "Relocate Surveillance Frequencies to Licensee Control -RITSTF [Risk-Informed Technical Specification Task Force] Initiative Sb." The licensee also noted that a number of plant-specific evaluations would be provided to support the proposed change. PSEG indicated that it is looking at precedent for Westinghouse plants with non-improved standard technical specifications to help inform the Salem submittal.
