Please also note that copies of that letter have been to other parties, as indicated at ,the ertd of that letter. Both as a spokesperson for the Valley Alliance as well as an individual I am requesting that you please respond to two concerns:

Both as a spokesperson for the Valley Alliance as well as an individual I am requesting that you please respond to two concerns:
: 1) Is there not an inter-agency conflict in the Palisades steam generator issue when on the one hand the NRC has not yet made a firial determination as to whether the replacement can even take place, while on the other the Corps and DNR are currently prdcessing applications for permits which would allow Consumers Power Co. to begin preparation for replacement?

I am writing as both a concerned citizen, who lives within 25 miles of Palisades Nuclear Power Plant, as well as an appointed tive of The Valley Alliance, a community group working for a nuclear world, based in Kalamazoo but comprised of citizens from the southwest Michigan area. It is our understanding that Consumers Power Co. plans to construct a temporary barge slip facility just off the Palisades Nuclear Power Plant site in Covert Township in Lake Michigan so they can conduct off-. shore dredging as well as on-shore fill-in dumping in order to receive an*d unload two new steam generators for their Palisades plant. It is also our understanding that before new steam generators can be installed .at Palisades the Nuclear Regulatory Commission (NRC) must make a mination concerning the necessity for and safety of such a change in equipment.

The NRC has not yet made a.final decision in this matter and has, in fact, granted a citizen request for a formal public hearing concerning this very iss.ue, It therefore appears to us that .consumers Power Co. is not only premature in applying with state (Michigan Dept.* of Natural Resources) and federal (U. S. Army Corps of Engineers) agencies for permits for these off-shore/on-shore activities but is presumptously assuming that it will be granted NRC approval for steam generator replacement, Consumers Power Co. 's attitude makes a ery of the *public hearing granted by the NRC, The U, S. Army Corps of Engineers' as well as the Michigan Dept. of Natural Resources' decision to consider such applications for permits is therefore also premature.
 
It is our belief that the changes being planned by Consumers Power Co. at the Palisades plant will ultimately result in detrimental effects upon the people of southwest Michigan, This citizenry has been granted a public hearing and neither the U. S. Army Corps of Engineers nor the Michigan Dept. of Resources accept applications for pennits from Consumers Power Co. until a final determination on the steam generator issue is made by the NRC. Premature acceptance or and prcUminary determination on these applications is a waste of the taxpayers' money and only serves Consumers Power Co.'s interests by ignoring and making .a sham of the democratic process of allowing the citizenry to be heard.
