Dear Sir or Madam: By letter dated

May 19, 2008, the Nuclear Regulatory Commission (NRC) issued

the NRC follow-up lnspection

Report 05000255/2008008(DRS). This report documented

the actions taken to review

an unresolved

item from the 2006 component design

basis inspection at the Palisades

Nuclear Plant (PNP).

This unresolved item involved

a concern with respect to the fast transfer scheme

from the safeguards transformer to

the startup transformer.

As documented

in this letter, the NRC determined after

further review that a modification

is necessary to

bring the fast transfer scheme into

compliance with its description

in the final safety analysis report (FSAR) Section

8.6.2. The letter requested a response within 30 calendar days

with a description

of the intended actions to be taken by Entergy Nuclear

Operations, Inc (ENO)

to address the

noncompliance, including a proposed schedule

to complete the actions. Preliminary

reviews indicate that

any modification

of the fast transfer scheme must

occur during plant shutdown conditions due to the

need to perform post modification

testing. The next scheduled plant shutdowns are the refueling outages

in 2009 and in 201 0. EN0 had identified a potential modification that could

be installed during the

2009 outage, but analytical

work associated with

the modification recently revealed

that the modification

would not have completely restored

the fast transfer and brought it into compliance with the FSAR. As a result, it was necessary

to consider other options.

Due to the extensive analytical

work required to support another

option and the inherent uncertainty

of the analytical results

for any of the options available, EN0 is not confident that a modification can

be developed for

the 2009 outage.

Therefore, EN0 intends to develop a modification

to restore the fast transfer scheme

during the 2010 refueling

outage. Until then, PNP will continue to operate with the fast transfer disabled

by a temporary modification.
