After some internal discussions, NuScale believes that this information related to the neutron energy spectra at the containment vessel (CNV) electrical penetration assemblies (EPAs) is a level of detail beyond the scope of the FSAR related to equipment penetration (EQ), and has not traditionally been included in other Design Certification (DC) applications. This analysis will be performed as a normal part of the EQ program (which is a combined license (COL) item). The NuScale FSAR already includes the total integrated doses for various locations in the facility. If the Staff would like, they are welcome to audit the calculation(s) that converted the neutron flux to this integrated dose.
NuScale also believes that the NRC's review should give credit for the expected compliance with operational phase programs that are required by conditions of the license, or the regulations. The EQ program is required and the associated equipment required to be qualified (including EPAs) will be evaluated to ensure they can survive the environment in which they are exposed, for the required time frame according to its mission. The addition of another COL item for a specific EQ situation is unnecessary and redundant to the existing COL item(s) related to EQ.
