OF THE SEPTEMBER 27, 2018, CATEGORY 1 PUBLIC TELECONFERENCE TO DISCUSS THE NUSCALE POWER, LLC RESPONSES TO REQUESTS FOR ADDITIONAL INFORMATION ASSOCIATED WITH THE NUSCALE DESIGN CERTIFICATION APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public teleconference on September 27, 2018, to discuss responses to the NRC staffs requests for additional information associated with the NuScale Power, LLC (NuScale) design certification application. Participants included personnel from NuScale and members the general public.

The public meeting notice dated September 27, 2018, can be found in the NRCs Agencywide Documents Access and Management Systems under Accession No. ML18254A056. This meeting notice was also posted on the NRC public website.

U.S. NUCLEAR REGULATORY COMMISSION OVERVIEW OF THE SEPTEMBER 27, 2018, TELECONFERENCE TO DISCUSS THE NUSCALE POWER, LLC RESPONSES TO REQUESTS FOR ADDITIONAL INFORMATION ASSOCIATED WITH THE NUSCALE DESIGN CERTIFICATION APPLICATION The purpose of this teleconference was to discuss the results of the U.S. Nuclear Regulatory Commission (NRC) staffs review of NuScale Power LLCs (NuScale) responses to Requests for Additional Information (RAI) Nos. 9303, 9282, 9161, 9280, and related RAIs.

The following is the summary of the NRC staffs feedback and agreed upon next steps for the resolution of the remaining issues.

1. RAI Nos. 9303 and 8750:
a. NRC would like an update associated with the Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) questions in RAI 9303 for RG 1.143 systems and components, and RAI No. 8750 for Tank Liner.
b. Update: NuScale reiterated their position that these components do not meet the industry proposed first principle, therefore, they will not agree to add ITAAC for these components. The staff disagree and informed NuScale that they will status RAIs 9303 and 9750 as unresolved closed and issue follow-up RAIs requesting ITAAC.
2. RAI No. 9282:
a. NRC would like an update from NuScale on RAI No. 9282 regarding Neutron Flux and Spectrum that was asked for in the original question, but did not appear to be provided in the response.
b. Update: NuScale took action to provide the requested information at a later date.

Subsequently, by email addressed to the NRC project manager dated October 4, 2018, NuScale provided the following information:

After some internal discussions, NuScale believes that this information related to the neutron energy spectra at the containment vessel (CNV) electrical penetration assemblies (EPAs) is a level of detail beyond the scope of the FSAR related to equipment penetration (EQ), and has not traditionally been included in other Design Certification (DC) applications. This analysis will be performed as a normal part of the EQ program (which is a combined license (COL) item). The NuScale FSAR already includes the total integrated doses for various locations in the facility. If the Staff would like, they are welcome to audit the calculation(s) that converted the neutron flux to this integrated dose.

NuScale also believes that the NRCs review should give credit for the expected compliance with operational phase programs that are required by conditions of the license, or the regulations. The EQ program is required and the associated equipment required to be qualified (including EPAs) will be evaluated to ensure they can survive the environment in which they are exposed, for the required time frame according to its mission. The addition of another COL item for a specific EQ situation is unnecessary and redundant to the existing COL item(s) related to EQ.

3. RAI No. 9280, Question 12.03-4:
a. NRC Staff Feedback: In the response to RAI No. 9280, Question 12.03-4, NuScale provides proposed DCD markups to section 12.2.1.7. Those markups refer to Table 12.2-15b and 12.2-16b for the drum drier radionuclide inventories and source strength. In reviewing the response to RAI 9256, the drum drier radionuclide inventories and source strength is provided in Tables 12.2-13b and 12.2-14b, respectively (not Table 12.2-15b and 12.2-16b). It appears the text in the DCD markup to RAI No. 9280, Question 12.03-4 needs to be updated to reference the correct table.
b. Next Step: NuScale indicated that in Rev. 2 of the DCD the table numbers will be changed and in Rev. 2, the Tables with the drum dryer source term will be Table 12.2-15b and 12.2-16b. The staff took action to decide how to status this item since it does not follow the standard for statusing such a response as confirmatory item.
4. Discussion related to RAI No. 9161 was differed to the closed portion of the meeting as it involves audit items.
