Issuance of Exemption from Security Requirements of 10 CFR Part 50 and 10 CFR Part 73 (TAC NOS. J00389 and J00390)," dated November 10, 2011 This letter responds to Reference 1.
Consistent with the exemptions to 10 CFR 73.55(f) requested in Reference 2 and approved by NRC in Reference 3, ZionSolutions, LLC does not employ target sets for the permanently shutdown and defueled condition of Zion Nuclear Power Station.
The facility is currently in active decommissioning with transfer of all spent fuel from the pool to the dry storage pad planned over the next two years, and is accordingly implementing an NRC approved physical security plan appropriate for the reduced security and radiological risks.
Please reconsider your request for information and planned inspection activities; we do not believe them to be applicable to Zion Station.
