This letter requests an update to the Waterford Technical Specification Bases 3/4.3.1 and 3/4.3.2 concerning feedwater isolation valve response time tests.

Main feedwater isolation valves (MFIVs) might close slower under full flow conditions than under zero flow conditions. Specification Table 3.3-5 lists required valve response times for full accident flow conditions. The proposed revision notes MFIVs close faster under zero flow conditions. The change documents a conclusion reached by our staffs concerning MFIV stroke time. testing. The acceptance criteria accounts for the flow conditions present during the response time test. The new bases paragraph helps connect the safety analysis assumptions to the acceptance criteria used in the surveillance program. This request involves neither a plant hardware change, nor a procedure change.
