Louisiana Fever & Light Compa1y developed and implemented a surveillance program to manitor the Waterford 3 common foundation basemat as required by a condition placed on the Waterford Operating License. This program, described in Reference 1, was modified and expanded, as described in Reference 2, following a meeting with the NRC staff and its Brookhaven National Laboratory (BNL) consultants.
LP&L has reviewed the surveillance program in light of the results of the monitoring activities conducted to date, the results of Confirmatory Analyses performed recently and further meetings and discussions with the NRC staff and BNL. This review has resulted in recommended changes in the program which LP&L believes will enhance the program significantly. Replacement of subjec-tive crack mapping activities with quantitative crack width measurements and increasing the number of monitoring locations to provide better coverage of the basemat settlement are the key changes.
The attached program plan, Revision 1, is submitted for NRC staff review and approval as specified in license condition 17 of the Waterford 3 Operating License.
