Knighton, dated December 7, 1984 References 1 and 2 provided draft program plans for performance of confirmatory analyses and monitoring programs associated with cracking of the Waterford 3 basemat. This letter submits LP&L's proposed program plans for these areas.
In Reference 3, LP&L agreed to provide detailed commitments for performance of confirmatory analyses and development of a monitoring and surveillence program on the Waterford 3 basemat. The draft program plans (References 1 and 2) were reviewed at a meeting between LP&L, the NRC Staff and consultants of both organizations. This meeting was held on February 13, 1985. Following the meeting, LP&L modified the program plans to include modifications and additions to the draft programs. LP&L believes the proposed program plans incorporate the essence of the comments received and as such will be acceptable to the staff.
