Dear Sir:
By Reference (1) and (2) LP&L submitted proposed changes to the Administrative Controls Section of the Technical Specifications to support certain organi-zation changes.
Based on subsequent discussions with your staff, several modifications to the proposed changes of Reference (2) are being requested. These modifications largely preserve the present Technical Specifications or update personnel titles to be consistent with the reorganization.
Enclosed please find, as Attachment A, the original changes proposed by Reference (2). Attachment B contains the revised changes.
The proposed revisions to NPF-38-51 do not involve an unreviewed safety question nor a significant hazards consideration.
Because the revised changes are more restrictive than those originally proposed, the safety analysis ac-companying Reference (1) is bounding.
