Dear Sir:
Pursuant to References (1) and (2), Louisiana Power & Light Company hereby submits its proposed schedule for meeting the reporting requirements of 10CFR50.62, paragraphs (C)(1) and (C)(2).
Since Spring, 1985, the CE Owners Group and LP&L have been conducting a dialogue with the NRC to define the ATWS Rule requirements with respect to CE plants. These discussions culminated in the submittal of Reference (3) which indicated that diversity between the reactor protection system and the emergency feedwater actuation function currently exists sufficient to meet the intent of the ATWS Rule.
It is our understanding that the NRC has accepted this position and will shortly issue an SER to that effect.
As a result, and as discussed with our NRC Project Manager, LP&L's implementation of the ATWS Rule calls for the installation of a diverse scram system and turbine trip prior to completion of the second refueling outage.
