In accordance with discussions held with your staff, this plan will not be incorporated into the FSAR, but will be maintained separately and updated in the manner described by 10 CFR 50.71(c). The FSAR in Amendment 26 will include a short narrative describing the planning basis for the Emergency Plan and reference to the enclosed document.
