Dear Sir or Madam:
This letter provides information regarding multi-source dose assessment capability for Waterford Steam Electric Station, Unit 3 (Waterford 3) in response to the referenced communication from the Nuclear Energy Institute (NEI).
The Emergency Response Organization at Waterford 3 currently uses two computer programs for modeling offsite dose assessment. One program (CRDAP) is provided for Control Room dose assessment and the other (DOSECODE) for Emergency Operations Facility (EOF) dose assessment. These computer programs are used to estimate the dose consequences in the emergency response sectors for input parameters (source term, meteorological conditions, etc.) based on a single release point. In the event of a scenario with concurrent releases from more than one release point, separate dose analysis runs can be performed with CRDAP and DOSECODE using the applicable data inputs for each release point. The results of the separate dose consequence analyses can be combined to obtain the total dose consequence. Instructions for performing this type of analysis are provided in the dose assessment emergency response procedure.
Consistent with the referenced letter, Waterford 3 plans to transition to software such as Unified Rascal Interface (URI), Version 2, which provides for an improved capability for multi-source dose consequence analysis. This transition is identified as a regulatory commitment with a completion date of not later than December 31, 2014. Waterford 3 is tracking this commitment within the site commitment program as active commitment A27576.
