Dear Sir or Madam:
Enclosed is Revision 10 of the Waterford 3 Physical Security, Training and Qualification and Safeguards Contingency Plan (Enclosure 1) which is submitted in accordance with 10CFR50.4. Included as attachment 1 and 2 are the summary of the changes and the 50.54 (p) evaluation for the revision respectively.
In accordance with 10CFR50.54 (p), Entergy has evaluated the proposed changes and determined that they do not represent a decrease in the effectiveness of the Plans.
These changes are being made as a result of changes to NEI 03-12 Revision 6 dated April 2009 with exemptions as indicated on the deviation matrix included with Enclosure 1. contains safeguards information 'as defined by 10CFR73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Attachment 1 and 2 do not contain safeguards information; however, these attachments contain security related information and should be withheld from public disclosure per 10CFR2.390.
There are no new commitments contained in this submittal.
Enclosure I contains "Safeguards Information." Upon separation of Enclosure 1 from this letter, this page becomes Non-Safeguards Information.
