SECY-22-0036: Rulemaking Plan for 10-years Renewal of Nuclear Power Plant Operating Licenses -
Environmental Review Approved X Disapproved Abstain Not Participating COMMENTS: Below X Attached None Every 10 years, NRC updates the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Power Plants. The updates incorporate new data and information, regulatory changes, and lessons learned from National Environmental Policy Act (NEPA) reviews. The Commission recently directed the NRC staff to update the license renewal GEIS to fully evaluate the environmental impacts of subsequent license renewal. As part of that effort, the staff will make the kinds of changes typically made during the standard 10-year update. In this paper, the staff recommends treating the current rulemaking effort as the agencys 10-year update for this cycle and deferring the next 10-year update until Fiscal Year 2031.
I approve the staffs recommendation to defer the 10-year update rulemaking (Option 2).
I agree with the staff that the current effort will evaluate the issues necessary to provide the hard look at environmental impacts required by NEPA. I also agree that, if the 10-year update were to immediately follow the current effort, there may not be a sufficient number of new issues to consider for the purposes of a comprehensive 10-year regulatory review and update.
