On May 22, 2025, Ameren Missouri submitted a letter (Reference 1) proposing a request for an alternative, i.e., Relief Request I5R-01 (Reference 2), related to the implementation of a half-nozzle repair modification of three reactor vessel bottom-mounted instrument (BMI) nozzle penetrations (Nos. 48, 35, and 30). As described in the Reference 1 letter and Relief Request I5R-01, the modification of three BMI nozzle penetrations was deemed necessary following under-vessel visual and non-destructive examinations (NDE), from which indications in the J-groove welds were identified. To support the start of repair modification work, which was projected to begin on May 25 or 26, Relief Request I5R-01 was submitted prior to completing the NDE analysis of all 58 BMI nozzles. ULNRC-06949 May 28, 2025 Page 2 of 4 Saturday, May 24. On May 23, 2025, via Reference 3, the NRC verbally approved Relief Request I5R-01 for the three BMI nozzle penetration half-nozzle repair modifications.
On May 23, 2025, NDE analysis of all 58 BMI nozzles was completed. From this analysis, it was determined that one additional BMI nozzle penetration (No. 57) requires the same half-nozzle repair modification. Therefore, the enclosure to this letter serves to provide a revision to the original Relief Request I5R-0l. Updates include adding the fourth BMI nozzle penetration and removing language that the NDE analysis is preliminary. There are no other changes to the original relief request or its technical justification. Further, as stated in the original and revised Relief Request l5R-01, Ameren will be proposing an additional alternative (i.e., one-cycle justification), in a separate relief request, related to ASME Section XI Code requirements on flaw indications identified in the J-groove welds.
Verbal approval of that request will be sought prior to heat-up and pressurization of the reactor in preparation for restart from the current outage.
It should be noted that Callaway's Inservice Inspection (ISI) Program complies with the 2019 Edition of the ASME Boiler and Pressure Vessel Code (BPVC),Section XI. Callaway's fifth ISI interval began December 19, 2024, and ends on December 18, 2036, as a result of Callaway moving from the ten-year to the twelve-year ISI interval as allowed by ASME Code Case N-921.
In regard to Ameren Missouri's request for approval of the revised Relief Request I5R-01, verbal approval is desired ahead of the modification repair of the fourth BMI nozzle penetration. As this repair is projected to begin on June 6 (2025), verbal approval is respectfully requested on or before Tuesday, June 4 (2025).
