RENEWED FACILITY OPERA TING LICENSE NPF-30 Callaway Plant APPLICATION TO REVISE TECHNICAL SPECIFICATIONS TO ADOPT TSTF-591, "REVISE RISK INFORMED COMPLETION TIME (RICT) PROGRAM" (LDCN 24-0018)

Pursuant to 10 CFR 50.90, "Application for amendment oflicense or construction permit," Ameren Missouri (Union Electric Company) herewith transmits an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant.

Ameren Missouri requests adoption ofTSTF-591, "Revise Risk Informed Completion Time (RICT)

Program," which is an approved change to the Standard Technical Specifications (STS), into the Callaway Plant, Unit 1 (Callaway) Technical Specifications. TSTF-591 revises Technical Specification (TS) Section 5.5, "Risk Informed Completion Time Program," to reference Regulatory Guide (RG) 1.200, Revision 3, instead of Revision 2, and to make other changes. A new report is added to TS Section 5.6, "Reporting Requirements," to inform the NRC of newly developed methods used to Calculate RICTs.

The enclosure to this letter provides a description and assessment of the proposed changes. to the enclosure provides the existing TS pages marked to show the proposed changes. to the enclosure provides revised ( clean) TS pages. The proposed change does not affect the TS Bases.

It has been determined that this amendment application does not involve a significant hazard consideration as determined per 10 CFR 50.92, "Issuance of amendment." Further, pursuant to 10 CFR 51.22, "Criterion for categorical exclusion; identification of licensing and regulatory actions eligible for categorical exclusion or otherwise not requiring environmental review," section (b ), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

The Onsite Review Committee reviewed this amendment application. In addition, in accordance with 10 CFR 50.91, "Notice for public comment; State consultation," Section (b)(l), a copy of this amendment application is being provided to the designated Missouri State Official.

Ameren Missouri requests that the amendment be reviewed under the Consolidated Line Item Improvement Process (CLIIP). Approval of the proposed amendment is requested within 6 months of completion of the NRC's acceptance review. It is anticipated that the license amendment, as approved, will be effective upon issuance and will be implemented within 90 days from the date of issuance.
