1. EA-12-051, Issuance of Order to Modify Licenses with Regard to Reliable Spent Fuel Pool Instrumentation, March 12, 2012.

Westinghouse has been contracted by Ameren Missouri to draft the Spent Fuel Pool (SFP) instrumentation integrated plan in response to the Nuclear Regulatory Commission (NRC) Order EA-12-051 (Reference 1). contains the SFP instrumentation integrated plan for Ameren Missouri to support their submittal to the NRC by February 28, 2013.

The integrated plan was prepared utilizing industry feedback and lessons learned from the Nuclear Energy Institute (NEI) meeting attended by Westinghouse on January 15, 2013, STARS feedback from the February 6, 2013 benchmark meeting, and feedback provided by Ameren Missouri.

ThisintegratedplanappliestoCallawayEnergyCenterUnit1(hereafterreferredtoas Callaway)andprovidestheapproachforcomplyingwithReference1usingthemethods describedinReference3.ConsistentwiththerequirementsofReference1andtheguidancein Reference2,sixmonthreportswilldelineateprogressmade,anyproposedchangesin compliancemethods,updatestotheschedule,andifneeded,requestsforreliefandbasis.

IdentificationofSpentFuelPoolWaterLevels Keyspentfuelpoolwaterlevels:

1. Leveladequatetosupportoperationofthenormalfuelpoolcoolingsystem-Indicatedleveloneithertheprimaryorbackupinstrumentchannelof24feet10.75 inchesabovethetopofthefuelstorageracksplustheaccuracyoftheSFPlevel instrumentchannel,whichistobedetermined.ThisalignswiththenormalSFPlevelas showninCallawayFinalSafetyAnalysisReport(FSAR)Figure1.221(Reference5)and providesadequatemargintomaintainfuelpoolcoolingpumpsuction.
2. Leveladequatetoprovidesubstantialradiationshieldingforapersonstandingonthe spentfuelpooloperatingdeck-Indicatedleveloneithertheprimaryorbackup instrumentchannelofgreaterthan10feet(+/1foot)abovethetopofthefuelstorage racksbasedonReference2andReference3.Thismonitoringlevelensuresthereisan adequatewaterleveltoprovidesubstantialradiationshieldingforapersonstandingon thespentfuelpooloperatingdeck.

IV.

Instruments ThedesignoftheinstrumentswillbeconsistentwiththeguidelinesofReference2and Reference3asdiscussedbelow.

PrimaryandBackupInstrumentChannels:

TheCallawaySFPInstrumentationSystem(SFPIS)willutilizefixedprimaryandbackupguided waveradar(GWR)sensors.TheGWRtechnologymeetstherequirementsofReference1and Reference3byprovidingthecapabilitytoreliablymonitortheSFPwaterlevelunderadverse environmentalconditions.

GWRtechnologyusestheprincipleoftimedomainreflectometrytodetecttheSFPwaterlevel.

Amicrowavesignalissentdownthecableprobesensor,andwhenitreachesthewater,itis reflectedbacktothesensorelectronics.Thisisduetothedifferencebetweenthedielectric constantsofairandwater.Usingthetotalsignaltraveltime,thesensorelectronicsembedded firmwarecomputesthelevelofthewaterintheSFP.Theprobe,whichislocatedintheSFP,is separatedfromthesensorelectronics,andconnectedbyaninterconnectingcablethatis routedintoanadjacentbuilding.ByplacingthesensorelectronicsoutsideoftheSFPareaitis notsubjecttotheharshenvironmentresultingfromtheboilingorlossofwaterinthepool duringapostulatedlossofinventoryeventthatcreateshighhumidity,steamand/orradiation.

Theprimaryandbackupinstrumentchannelswillprovidecontinuouslevelindicationovera rangeof23feet10.75inches,from12inchesabovethetopofthefuelstorageracks(plant elevation2,022feet1.25inches)tothenormalpoollevelelevation(plantelevation2,046feet) asshownintheCallawayFSARFigure1.221(Reference5).

V.

Reliability Reliabilityoftheprimaryandbackupinstrumentchannelswillbeassuredbyconformancewith theguidelinesofReference3andReference2,Section3.4,Qualification,andSection4.3, TestingandCalibration.

InstrumentChannelDesignCriteria:

InstrumentchanneldesigncriteriawillmeettheguidelinesofReference2andReference3.

Theprimaryandbackupmeasurementsystemswillconsistofaflexiblestainlesssteelsensor cableprobe,suspendedintheSFPfromabracketattachedtotheoperatingdeckortoaraised curbatthesideofthepool.Thecableprobewillextendfromslightlyabovethenormalpool levelelevationtolessthan1footabovethetopofthefuelstorageracks.Thesensor electronicswillbemountedinanadjacentbuilding,topreventinstrumentexposureto radiationandhightemperatureswhichcouldresultfromapostulatedlossofwaterinventoryin thepool.Therearealsotwomountedpanels,providingsensoranddisplayinterfacesand wirelesstransmissionandreceptioncapabilities.

The420milliamp(mA)signalfromthesensorelectronicsmoduleisconnectedtoa mounted,seismicallyqualifiedpowersupplyandtransmitterpanel.Thepanelcontainsa24 volt(V)directcurrent(dc)(Vdc)uninterruptiblepowersupply(UPS),awirelesstransmitterfor thesensorsignal,andbatteriesforcontinuedsystemoperationduringalossofalternating current(ac)powerforaminimumof72hours,inwhichtimeanalternateexternalsourceof powercanbesupplied.Abulkheadconnectorandtransferswitchisexternallyaccessiblefor theconnectionofanalternatepowersource.Thepanelislocatedwithornearthesensor electronicshousing,outsideofthespentfuelpoolarea.Theinterfacebetweenthesensor electronicsandthemountedpanelisatwisted,shieldedpaircable.

Thetransmitterpanelwillsendasignaltothewirelessreceiverpanel.Themountedseismically qualifiedwirelessreceiverpanelcontainsa24VdcUPS,doormounteddigitaldisplayofSFP level,andbatteriesforcontinuedsystemoperationduringalossofacpoweruntilanalternate externalsourceofpowercanbesupplied.Abulkheadconnectorandtransferswitchis externallyaccessiblefortheconnectionofanalternatepowersource.Themountedreceiver panelislocatedinoneoftheaccessiblelocationsinthevicinityofthecontrolroom.

VII.

Arrangement Theprimaryandbackupinstrumentsensingcomponentswillbeseparatedconsistentwiththe guidelinesofReference2andReference3.Designofthemountingbracketwillallowthefuel handlingmachinetopassoveritwithoutinterference.

ASFPwalkdownidentifiedpreliminarylocationsfortheprimaryandbackuplevelsensing components.Thepreliminarylocationsoftheprimaryandbackupinstrumentsensing componentsareattheplantnortheastandnorthwestcornersoftheSFP.Thedesignfor Enclosure to ULNRC-05960 Page 5 of 11

Thefinallocationoftheprimaryandbackupsystemmountingbracketswillbedetermined duringthedesignphasewithconsiderationofpoweravailabilityandseparationrequirements toprotectagainstmissiles.

Thelevelsensingelectronicsforbothprimaryandbackupsystemswillbelocatedinthe auxiliarybuilding,compliantwithReference2andReference3forseparationandaccessibility.

Theprimarysystemindicatorwillbelocatedinthevicinityofthecontrolroom.Thebackup systemindicatorwillbelocatedinanaccessiblelocation.Thelocationswillallowforreadingof theindicatorsfollowinganevent.

VIII.

Mounting Themountingofboththeprimaryandbackupsystemwillbeinstalledtomaintainitsintegrity duringandfollowingadesignbasisseismicevent.Alllocationswillbereviewedfor twooveroneseismicinterference.

IX.

Qualification Reliabilityofbothinstrumentchannelswillbedemonstratedviaanappropriatecombinationof design,analyses,operatingexperience,and/ortestingofchannelcomponentsforthefollowing setsofparameters:

(1) conditionsintheareaofinstrumentchannelcomponentusedforallinstrument components, (2) effectsofshockandvibrationoninstrumentchannelcomponentsusedduringand followinganyapplicableeventforinstalledcomponents,and (3) seismiceffectsoninstrumentchannelcomponentsusedduringandfollowinga potentialseismiceventforonlyinstalledcomponents.

Thenormaloperational,event,andposteventconditionsfortemperature,humidity,and radiation,willbeaddressedfornofewerthansevendaysposteventoruntiloffsiteresources canbedeployedbythemitigatingstrategiesresultingfromtheNRCissuedOrderEA12049, IssuanceofOrdertoModifyLicenseswithRegardtoRequirementsforMitigationStrategiesfor Enclosure to ULNRC-05960 Page 6 of 11

(1) radiologicalconditionsforanormalrefuelingquantityoffreshlydischarged(100hours) fuelwiththeSFPwaterlevel3(SectionIII,Item3)asdescribedinReference1, (2) temperaturesof212°Fand100percentrelativehumidityenvironment, (3) boilingwaterand/orsteamenvironment, (4) aconcentratedboratedwaterenvironment, (5) impactofFLEXmitigatingstrategies.

Theinstrumentchannelreliabilitywillbedemonstratedviaanappropriatecombinationof design,analyses,operatingexperience,and/ortestingofchannelcomponentsfortheeffectsof shockandvibration.Demonstrationofshockandvibrationadequacywillbeconsistentwith theguidelinesinReference2andReference3.

Demonstrationofseismicadequacywillbeachievedusingoneormoreofthefollowing methods:

(1) demonstrationofseismicmotionconsistentwiththatofexistingdesignbasisloadsat theinstalledlocation; (2) substantialhistoryofoperationalreliabilityinenvironmentswithsignificantvibration, suchasforportablehandhelddevicesortransportationapplications.Suchavibration designenvelopeshallbeinclusiveoftheeffectsofseismicmotionimpartedtothe componentsproposedatthelocationoftheproposedinstallation; (3) adequacyofseismicdesignandinstallationisdemonstratedbasedontheguidancein Sections7,8,9,and10ofIEEEStandard3442004,IEEERecommendedPracticefor SeismicQualificationofClass1EEquipmentforNuclearPowerGeneratingStations, (Reference7)orasubstantiallysimilarindustrialstandard; (4) demonstrationthatproposeddevicesaresubstantiallysimilarindesigntomodelsthat havebeenpreviouslytestedforseismiceffectsinexcessoftheplantdesignbasisatthe locationwheretheinstrumentistobeinstalled(glevelsandfrequencyranges);or (5) seismicqualificationusingseismicmotionconsistentwiththatofexistingdesignbasis loadingattheinstallationlocation.

Independence Thebackupinstrumentsystemwillberedundanttoandindependentoftheprimaryinstrument system.

Independenceofthetwosystemsincludes:location,mounting,powersources,powerand signalwiring,andindications,topreventanyfailureofonesystemfromaffectingtheother system.

XI.

PowerSupplies Anacsourcewillbeselectedforeachsystems24VdcUPS,withpowercablesrouted separatelythroughexistingornewtray/conduitandpenetrations.

Bothchannelswillbepoweredbyindependentbatteriesfollowingalossofacpower.The minimumbatterylifewillbe72hours.The72hourbatterylifeisasufficientamountoftime foranalternatesourceofpowertobeprovidedbytheplantspecificprocedurestoaddress Reference6.Eachchannelwillincludeanexternallyaccessiblebulkheadconnectorand transferswitchforconnectionofanalternatepowersource.

XII.

Accuracy Instrumentchannelswillbedesignedsuchthattheywillmaintaintheirspecifiedaccuracy withoutrecalibrationfollowingapowerinterruptionorchangeinpowersource.

TheaccuracywillbewithintheresolutionrequirementsofReference2,Figure1.

Theinstrumentaccuracywillbesufficienttoallowpersonnelusingplantproceduresto determinewhenthewaterlevelreacheslevels1,2,and3withoutconflictingorambiguous indication.

XIII.

Testing Instrumentchanneldesignwillprovideforroutinetestingandcalibrationconsistentwith Reference2andReference3.

Display Theprimarysystemindicatorwillbelocatedinthevicinityofthecontrolroom.Thebackup systemindicatorwillbelocatedinanaccessiblelocation.Thelocationswillallowforreadingof theindicatorsfollowinganevent.ThedisplaywillprovidecontinuousindicationoftheSFP waterlevelandwillbeconsistentwiththeguidelinesofReference2andReference3.

XV.

InstrumentChannelProgramCriteria InstrumentchannelprogramcriteriawillbeconsistentwiththeguidelinesofReference2and Reference3.

A.

Training TheSystematicApproachtoTraining(SAT)willbeusedtoidentifythepopulationtobe trainedandtodetermineboththeinitialandcontinuingelementsoftherequired training.Trainingwillbecompletedpriortoplacingtheinstrumentationinservice.

B.

Procedures Procedureswillbedevelopedusingguidelinesandvendorinstructionstoaddressthe maintenance,operation,andabnormalresponseissuesassociatedwiththenewSFP instrumentation.

FLEXSupportGuidelineswilladdressastrategytoensuretheSFPwatermakeupis initiatedatanappropriatetimeconsistentwithimplementationofNEI1206,Diverse andFlexibleCopingStrategies(FLEX)ImplementationGuide,(Reference8).

C.

TestingandCalibration Processeswillbeestablishedandmaintainedforschedulingandimplementing necessarytestingandcalibrationoftheprimaryandbackupspentfuelpoollevel instrumentchannelstomaintaintheinstrumentchannelsatthedesignaccuracy.

Testingandcalibrationoftheinstrumentationwillbeconsistentwithvendor recommendationsandanyotherdocumentedbasis.
