DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 UNION ELECTRIC CO.

WITHDRAWAL OF APPLICATION FOR AMENDMENT TO FACILITY OPERATING LICENSE NPF-30 (LICENSE AMENDMENT REOUEST OL-1277 (TAC NO. MD7787))

Reference:

AmerenUE Letter ULNRC-05466, "Application for Amendment to Facility Operating License NPF-30: Revision of Technical Specifications 3.3.2 and 3.7.2 and Addition of New Technical Specification 3.7.19 (License Amendment Request OL-1277),"

dated December 28, 2007 Pursuant to 10 CFR 50.90, AmerenUE, in the above referenced submittal letter requested an amendment to Facility Operating License NPF-30 for the Callaway Plant. The amendment application proposed revisions to Technical Specification (TS) 3.7.2, "Main Steam Isolation Valves (MSIVs)," to add the main steam isolation valve bypass valves (MSIVBVs) to the scope of the TS. The proposed changes included a revision to the APPLICABILITY for this TS and a revision to footnote (i) in Table 3.3.2-1 of TS 3.3.2, "ESFAS Instrumentation," to make it consistent with the revised Applicability of LCO 3.7.2. The proposed changes would also have added new TS 3.7.19, "Secondary System Isolation Valves (SSIVs)," to include Limiting Conditions for Operation and Surveillance Requirements for selected secondary system isolation valves.

At present, the subject application for amendment is currently under NRC staff review as license amendment request OL-1277 (TAC No. MD7787). However, AmerenUE has now identified the need for additional changes and revisions to the AwL2 a subsidiary of Ameren Corporation

ULNRC05573 December 10, 2008 Page 2 originally proposed TS changes. These changes and revisions warrant the withdrawal of the original amendment application, as AmerenUE intends to submit a new application (OL-1277 Revised). Therefore, AmerenUE hereby requests withdrawal of the amendment request originally submitted per the Reference. The new license amendment request will be submitted in January 2009.

If you have any questions regarding this amendment application withdrawal, please contact Mr. Scott Sandbothe at (573) 676-8528, or Mr. Scott Maglio at (573) 676-8719.

Sincerely, Luke H. Graessle Director, Operations Support DJW/nls
