UE DOCKET NUMBER 50-483 CALLAWAY PLANT UNIT 1 UNION ELECTRIC CO.

FACILITY OPERATING LICENSE NPF-30 SUPPLEMENT TO RESPONSE TO NRC BULLETIN 2003-01, "POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY SUMP RECIRCULATION AT PRESSURIZED-WATER REACTORS" Ref: ULNRC-04884, dated August 8, 2003 This letter transmits changes to the Union Electric Company (AmerenUE) NRC bulletin 2003-01 response and regulatory commitments contained in the reference.

This supplement is being submitted in accordance with guidance provided by industry document NEI 99-04, "Guidelines for Managing NRC Commitment Changes," as endorsed in Regulatory Issue Summary 00-017, "Managing Regulatory Commitments Made by Power Reactor Licensees to the NRC Staff."

The reference contained a commitment to conduct an inspection to confirm that there are no adverse gaps or breaches in the sump screens. This commitment also contained the acceptance criteria of no larger than 1/8 inch for the inner screen and no larger than 1/2 inch for the middle screen.

AmerenUE is not changing the portion of the commitment related to conducting the inspection, but has modified the inspection acceptance criteria by adding acceptable tolerances to each criterion associated with breaches in the sump screens. Prior to plant restart following the spring, 2004 refueling outage, Callaway will perform an inspection to verify that there are no gaps or breaches larger than 1/8 +/- 1/16 inch in the inner sump screen and no larger than 1/2 +/- 1/8 inch in the middle sump screen.

Inspection findings will be evaluated using acceptance criteria contained in plant design documents and any deficiencies identified will be entered into the plant work control and corrective action program to report and resolve the identified deficiency.

a subsidiary of Ameren Corporation

ULNRC-04966 March 25, 2004 Page 2 In addition, AmerenUE is revising its response to Bulletin 2003-01 contained in the reference. In response item 1, bullet 1, the use of Essential Service Water (ESW)

System via drain to containment recirculation sump as an alternative water source is being deleted. Further reviews by Callaway Engineering and Operations Departments have concluded that this method is not a practical option for providing additional inventory to inject into the reactor core or spray into the containment atmosphere.
