2) NRC Letter to D. F. Schnell Dated October 3, 1996 Union Electric Company herewith transmits an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant. Table 3.7-2 is revised to specify that the lift setting tolerance for the main steam line safety valves is +3/-1% as-found and 11% as-left. Table 2.2-1 is revised by reducing.

On September 12, 1994 (Reference 1), we submitted a similar amendment request to revise the '

lift setting tolerance for the main steam safety. g) valves. The request, based upon WCAP-12910 and the j i RETRAN computer code, extended the high. pressure criterion for the locked rotor event above 110% of the design pressure. This amendment application was denied ,

This application utilizes LOFTRAN instead of the RETRAN computer code. This results in system pressure less than 110% of design pressure, which meets Service Lovel B acceptance criteria.

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved the amendment request. Attachments 1 through 3 provide the Callaway current and standard Technical Specification changes, Significant Hazards Evaluation, and Environmental Consideration, respectively. We have concluded that this amendment request does not involve a significant hazard consideration as determined per 10CFR50.92. Pursuant to 10CFR51.22 (b),

no environmental impact sthtement or environmental assessment need be prepared in connection with the issuance of this amendment.

Review and approval of this amendment application is requested by January 1, 1998 to support I the Callaway Plant Reload 9 outage schedule. If you
