Dear Sir:

Attached is a copy of Clinton Power Station (CPS) Core Operating Limits Report (COLR) for Reload 6, Operating Cycle 7, Revision 0. In accordance with CPS Technical Specification 5.6.5, the analytical methods used to determine the core operating limits were previously reviewed and approved by the Nuclear Regulatory Commission (NRC) in General Electric Standard Application for Reactor Fuel (GESTAR), NEDE-24011-P-A, as amended, except that the Minimum Critical Power Ratio (MCPR) Safety Limits for Operating Cycle 7 were determined as described in Illinois Power (IP) letters (to the NRC) U-602624 dated August 15,1996; U-602651 dated October 28,1996; and U-602662 dated November 15,1996 It should be noted that the power dependent MCPR curves contained in the attached COLR (Figures 2.2-2a,2.2-2b, and 2.2-2c) reflect corrections to account for the potential delta-CPR resulting from a Turbine Pressure Regulator Downscale Failure (PRDF) transient between 40 and 80 percent of rated thermal power, as described in CPS Licensee Event Report (LER)97-001 and 10CFR21 notification dated January 28,1997 (IP letter U-602685). The transient was analyzed in accordance the analytical methods in GESTAR. As identified in IP's January 28,1997 letter, this transient was not previously recognized as being limiting in this power range.
