Illinois Power's (IP's) Response to Generic Letter (GL196-01. " Testing of Safety-Related Logic Circuits" i

Dear Sir:

l This letter constitutes Illinois Power's response to the 60-day reporting requirements, with extension, outlined in GL 96-01. GL 96-01 requires that licensees evaluate their logic circuitry surveillance procedures to ensure that the Technical Specification (TS) requirements are adequately fulfilled. This is to be accomplished prior to startup from the first refueling outage commencing one year after issuance of this generic letter (issued January 10, 1996).

To fulfill GL 96-01 requirements, Illinois Power will compare electrical schematic j

drawings and logic diagrams for the reactor protection system, emergency diesel generator i

load shedding and sequencing, and actuation logic for the engineered safety features systems against plant surveillance test procedures to ensure that all portions of the logic circuitry, including the parallel logic, interlocks, bypasses and inhibit circuits, are adequately covered in the surveillance procedures to fulfill the TS requirements. This review will include relay contacts, control switches, and other relevant electrical i

components within these systems, utilized in the logic circuits performing a safety function. If necessary, the surveillance procedures will be modified as necessary to ensure compliance with the Technical Specifications.

4 The next refueling outage (RF-6) at Clinton Power Station (CPS) will commence October 13,1996. Therefore, the requeste d scions, as specified above, will be completed prior to startup from RF-7, scheduled to ccn % nce on March 22,1998. When actions to i

fulfill the requirements of this GL have been c. mpleted, IP will provide a followup response confirming completion in accordance with GL 96-01 requirements.
