Clinton Power Station Notification of Unusual Event
'On. Tuesday, May 8, 1990, at 2040 hours0.0236 days <br />0.567 hours <br />0.00337 weeks <br />7.7622e-4 months <br />, a' Notification of Unusual Event (NOUE)-was' declared in accordance with Emergency Plan Implementing; Procedure:EC.
02, EMERGENCY CLASSIFICATIONS..This procedure requires a NOUE be declared if a shutdown is required:per CPS. Technical Specifications-and the plant actually starts reducing power.
Clinton Power Station.was operating at approximately 100%. power-in MODE:1~.
During preparation of a field alteration for bellows. replacement" on Shut-Down Service. Water (SX) piping which serves.a diesel generator, it was a
determined that the replacement bellows had tie rods installed to limit bellows expansion whereas the bellows in place did not. 'Further review indicated that W
none of the Division I or II diesel generator expansion bellows on SX piping had-t tie rods installed (Division III diesel generator h's the. threaded; tie rods; a
installed).
Diesel generator: operability could not be proven for.the plant design.

inoperable and the~ action statement.of Technical Specificationf3.8.1.1 was entered.
In accordance with the Technical-Specificatinn action' statement,.CPSE began a controlled shutdown of the plant.
The State of Illinois was notified of the.NOUE at~2040 hours'on1 Tuesday, May 8, 1990, and the Nuclear Regulatory Commission (NRC) Incident Response Center was notified at 2121 hours0.0245 days <br />0.589 hours <br />0.00351 weeks <br />8.070405e-4 months <br />. The NRC Resident-Inspector was notified at 2220.
