In a recent discussion with J. A. Stevens (Nuclear Regulatory Commission), the Clinton Power Station (CPS) program for obtaining vendor information was discussed. In response to Ms. Stevens request, the main points addressed in this discussion are in Attachment 1.

-o U-601206 L30-88 (06 -09 )-LP 1A.120 Illinois Power's (IP) response to Generic Letter 83-28 dated October 1, 1984 discussed the program for receiving vendor information. The letter stated in part: "IP receives vendor information on a voluntary basis from vendors at their discretion. To augment this source, IP has inventoried all safety related equipment vendor manuals and is conducting a one time program to contact each vendor by letter requesting each vendor to acknowledge that the on site manual is the most up to date edition."
These actions were completed.
In addition, the following actions are being taken to maintain the vendor manuals current. Whenever new vendor manual material is received, receipt of the material is acknowledged by a letter to the vendor.
This letter also asks the vendor if there are any other materials IP should have. When material is received other tban through an official distribution by the vendor, the vendor is contacted and the same questions asked.
If a vendor for safety related equipment has not sent any material in a twelve (12) month period, then they are contacted and asked if there is any material IP should have.
Contacts and reaponses are tracked.
The vendor material receives an engineering review prior to being issued for use.
When a vendor will no longer supply a piece of equipment and/or spare parts, an engineering evaluation is performed to develop a new source for safety classifiable replacement = and associated documents.
As appropriate, environmental and ceismic qualification requirements are part of this evaluation.
As stated in the October 1984 letter IP was an active participant in the Nuclear Task Action Committee (NUTAC) while our basic program was being established. The techniques the committee developed have been used to establish and maintain our vendor manual libraries.
IP is presently an active participant in the Nuclear Operation and Maintenance Information Service (NOMIS), an information exchange service involving domestic and foreign nuclear power plants. Through this organization IP can obtfin qualified equipment and part locations for emerge-dy replacements.
