Dear Mr. Carlson:

On' April 20, 1987, Illinois Power Company's (IPC) Clinton Power Station (ILD000806075) was required to implement the facility's RCRA Contingency Plan. As required by Ill. Adm. Code 725.156 (j), IPC is providing written notification on the incident.

(1) Owner / Operator: Illinois Power Company 500 South 27th Street Decatur, Illinois 62525 217/424-6834 (2) Facility: Clinton Pcwer Station 7 miles east of Route 51 on Route 54 and h mile south Mailing Address: S. Paige Hall Illinois Power Company 500 South 27th Street Decatur, Illinois 62525 217/424-7087 (3) Date: April 20, 1987 Time: 7:10 a.m. IPC provided notification to the National Response Center at 10:40 a.m.

Type of Incident: Release of chlorine gas from a 125-pound cylinder.

Release was caused when.the chlorine cylinder storage cabinet heater (used for freeze protection) malfunctioned and overheated the cylinder causing increased pressure which forced open the blowout plug / release valve on the cylinder. The cabinet was stored outside (adjacent to the wastewater treatment plant).

(4) Name and Quantity of Materials Released: Approximately 100 to 125 pounds of chlorine gas were released. The release exceeded the 10 pound reportable quantity for chlorine.

(5) Extent of Injuries: None

(6) Assessment of Actual or Potential Hazards to Human Health or the Environment: The release was within facility boundaries, thus no potential for harm to the public. IPC personnel, attired with appropriate safety equipment, investigated and took corrective action at the release site. No injuries occurred and there were no health risks. Chlorine gas rapidly dissipated.

(7) Estimated Quantity and Disposition of Recovered Material that Resulted from the Incident: Since the gas dissipated, there are no remaining

( materials for disposal. The cylinder will be returned to the manufacturer for recondit_ioning.

Remedial Action was completed on April 20, 1987. All emergency equipment used in remediation of this incident has been cleaned and is fit for its intended use.

The release was reported to the Illinois Emergency Services and Disaster Agency and the DeWitt County Emergency Services and Disaster Agency.
