CRD System Vessel Inventory Makeup Rate Test

Dear Dr. Butler:

The response to CPS Final Safety Analysis Report (FSAR) Question 410.5 (Amendment 7, September 1981) contains a commitment to perform a makeup rate test of the Control Rod Drive (CRD) system in order to demonstrate compliance with Recommendation 6 in Section 8.1 of

'NUREG-0619, "BWR Feedwater Nozzle and Control Rod Drive Return Line Nozzle Cracking." The satisfactory completion of this test has been identified by Region III as Inspection and Enforcement Open Item 85-15-01.

The NRC Staff has more recently accepted the position that the makeup rate test is not necessary. The basis for the current position is presented in the Licensing Review Group (LRG)-II Position Paper for issue 5-ASB, " Control Rod Drive System Vessel Inventory Make-up Rate Test." The LRG-I position, which was accepted in the Susquehanna Safety Evaluation Report (NUREG-0776, Supplement 3, Section 4.6.2), concludes that the make-up flow test is unnecessary due to implementation of plant fire prevention / protection and separation enhancements, symptom-oriented emergency procedure guidelines, and post-TMI emergency core cooling

, system modifications. This position was adopted for LRG-II projects, including CPS, and received NRC acceptance in the Perry Safety Evaluation Report (NUREG-0887, Supplement 3, Section 4.6).

During discussions with Mr. B. L. Siegel of your staff, it was recommended that the CPS FSAR be amended to reflect the accepted position that CRD make-up flow rate testing per NUREG-0619 is no longer required. Accordingly, Illinois Power will revise its response to Question 410.5 of the CPS FSAR to indicate that the CRD system make-up flow test is not required. This revision will be included in Amendment

  1. 39, which will be issued after Fuel Load.
