This letter is in response to Inspection Report 50-461/85065, dated March 28, 1986. In this report Mr. Norelius requested a written response concerning the adequacy of corrective actions to address unresolved item 461/85012-02. Please see Attachment A for the details of Illinois Power's response.

As noted in Inspection Report No. 85065:
"... results of this inspection indicate an ongoing difficulty in achieving timely and complete corrective action regarding deficient plant procedures. For example, your review of a recently reviewed and approved plant administrative procedure for control of design changes and modifications was inadequate in that plant staff activities were not maintained in conformance with applicable ANSI standard, technical specification, and regulatory requirements. The applicable requirements do not become effective until issuance of an operating license; however, we believe that this matter is of sufficient importance to warrant senior management attention."

During a. routine safety inspection conducted by Mr. T. P. Gwynn and others of the NRC Region III office, the Inspectors performed a follow-up review on the previously identified unresolved item 461/85012-02 concerning technical reviews of plant administrative control procedures. The inspector reviewed Revision 5 of Clinton Power Station's (CPS) Procedure 1003.01, which had received the independent review being performed as the corrective action to 461/85012-02, and determined that the procedure still did not fully comply with the applicable regulatory requirements and CPS Technical Specifications.
This indicated that additional action would be required to address unresolved item 461/85012-02.
Management Corrective Actions Taken Four corrective actions have been developed to resolve the above concerns.
1.
CPS Procedure 1003.01 has been revised to include applicable requirements.
2.
A program to train and qualify independent technical reviewers for procedure review has been implemented.
3.
Trained reviewers (corrective action #2) have completed a review of all plant safety-related administrative control procedures.
4.
Procedure revisions to incorporate items identified during the above review (corrective action #3) will be completed by May 15, 1986.

U-600544 L42-86(04-30)-L 1A.120 Attachment A Illinois Power Company Clinton Power Station Scope of the Problem A technical review of 153 plant safety-related administrative control procedures was conducted by the reviewers trained in the program identified in Corrective Action no. 2 above. This review identified 25 procedures which required minor changes to incorporate or adequately implement technical specification and regulatory requirements. Since the. items identified in this review were minor in nature and limited to a relatively small number of procedures, 1111nois Power considers this problem to be of limited scope.
Summary Procedure reviews for unresolved item 461/85012-02 were performed by trained and qualified technical reviewers. This program for the training and qualification of technical reviewers will be contin,ued, thereby assuring that revisions to plant safety-related administrative control procedures will be.in compliance with technical specifications, ANSI standards, and regulatory requirements. Illinois Power therefore believes that plant procedures will be maintained adequate 47 and that Clinton Power Station will be operated within applicable requirements.
