Clinton Power Station Emergency Planning Zone Evacuation Time Estimates

Dear Mr. Butler:

The Clinton Power Station (CPS) evacuation time studies analyze the manner in which the population within the Plume Exposure Pathway Emergency Planning Zone (EPZ) surrounding the CPS site would evacuate during a radiological emergency. These studies provide Illinois Power Company (IP) officials and State and local governments CPS-specific information helpful to public protective action decision-making. The attached report, entitled " Evacuation Time Estimates for the Clinton Power Station Plume Exposure Pathway Emergency Planning Zone", was prepared to meet these requirements. The guidance provided by NUREG-0654/ FEMA-REP-1, Revision 1, entitled " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in support of Nuclear Power Plants", was used by HMM Associates Inc., in the performance of these analyses.

IP Letter U-0784 dated January 18, 1985, provided the Staff with an earlier version (dated December 1984) of the attached report. The September 1985 updated version was developed to incorporate the following major changes:

1. Incorporate the revised EPZ boundary as approved by the Federal Emergency Management Agency;
2. Reflects the use of sixteen 22-1/2* sectors (analysis areas) for the EPZ which are used for evacuation planning in the State of Illinois rather than the 90* sectors recommended by NUREG-0654/ FEMA-REP-1, Rev. 1; and y

3. Evaluated the impact on the evacuation time estimates for the
  • EPZ during the Apple and Pork Festival, a special annual event held in the city of Clinton during the last full weekend in September.
