Clinton Power Station, Unit #1 NRC Appraisal of Emergency Response Facilities

Dear Mr. Butler:

NRC regulations require all operating Power Plants to have specific Emergency Response Facilities (ERFs) to assure that effective direction can be given and effective control can be exercised during an emergency to protect the health and safety of the public. In 10CFR50.47(b), Item (8) states " Adequate emergency facilities and equipment to support the emergency response are provided and maintained". In 10CFR50, Appendix E, paragraph IV.Z, identifies the provisions that shall be made and described for the ERFs. Finally, NUREG-0737, Supplement #1, Section 8,.

provides the NRC staff's functional design requirements for ERFs.

In accordance with Section 8 of NUREG-0737, Supplement #1, and based on discussions with Mr. B. L. Siegel of your staff (Clinton Licensing Project Manager), it is Illinois Power (IP) Company's understanding that the NRC staff will conduct an appraisal of completed ERFs to verify that these requirements have been satisfied and that the ERFs are capable of performing their intended functions. Also, it is l

IP's understanding, based on these discussions and additional information provided by the NRC reviewers for the Clinton Power Station (CPS), that the required appraisal can be performed af ter fuel load (scheduled for January 3,1986).

IP requests that the NRC staff perform the CPS ERF Appraisal after fuel load. A date for this appraisal can be determined and will be discussed with the Staff following the two-week NRC Emergency Preparedness implementation Appraisal scheduled for October 1985. This 7-request is based on the current CPS schedule for completion of these

facilities (July,1985), performance of training and readiness drills for the 1985 NRC/ FEMA Emergency Exercise, and potential corrective actions which may result from this Exercise.

.In accordance with the referenced regulatory requirements, IP understands that the NRC ERF Appraisal will be performed on the following CPS facilities:

1. . Technical Support Center (TSC);

2.- Emergency Operations' Facility (EOF);

3. Backup' Emergency Operations Facility (BEOF);

4. Operations Support Center (OSC); and
5. - Main Control Room (MCR) .

These facilities will, of course, be complete and operational to support-this appraisal.

Please' inform IP of the staff's acceptance of the basic plan to perform the ERF_ Appraisal after fuel load. Prior to this appraisal, IP will discuss the preparation for, content and conduct of this evaluation with appropriate members of the NRC reviewing' staff.
