SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION (CPSES) - UNIT 1 DOCKET NO. 50-445 DEFERRAL OF THE EHERGENCY OIESEL GENERATOR INSPECTION FOR CPSES UNIT 1 SECOND REFUEllHG OUTAGE Gentlemen:
The purpose of this letter is to inform the NRC of a deferral of the attached Emergency Diesel Generator (EDG) inspections.
These inspections, which ha1 been scheduled for the upcoming second refueling outage, are being deferred until the CPSES Unit 1 third refueling outage.
TV Electric has completed the 10CFR50.59 safety evaluations and has concluded that this 4
deferral does not involve an unreviewed safety question, i
These inspections are being deferred to minimize EDG outage time during the upcoming refueling outage while the Cooper Euterprise Clearinghouse and the NRC re-evnluate the impact of the outages required by the Design Review and t
Quality Revalidation (DR/0R) Program.
The impact of the DR/0R Program is being re-evaluated in light of the recent industry efforts to assure EDG reliability (such as NUMARC Initiative SA) and the contribution to core damage probability from EDG outages during refueling outages.
Sincerely, W
'N h.
