Incorporate, in Procedure EPP-304, a decision making aid such as the " logic tree" shown in IE Information Notice 83-28 Figure 1, " Flow Chart for General Emergency Offsite Protective Decisions." Delete, from Procedure EPP-304, those considerations (such as weather, special facilities, and population distributions) that are not germane to effectively developing and recommending a protective action.

Revise Procedure EPP-304 to eliminate the need to discuss PARS with the state or counties until after the PARS are made to offsite agencies.

Site Procedures will be revised to require a quarterly test of the Point-to-Point telephones located in the CR, TSC, OSC, Alt. OSC, EOF and LSC.

These Revisions are scheduled to be completed by March 30, 1990.

The radio currently located in the TSC is capable of communicating with the EOF, OSC, and Control Room. TU Electric intends to have communication with the offsite monitoring teams by either the OSC or the EOF.

If for some reason the TSC is needed to communicate with an offsite team, the offsite team radios are capable of contacting the TSC.

No further actions are necessary.

NRC Item B.12 Correct administrative errors and discrepancies in emergency procedures.

The DM will be completed in order to purchase and install the new dose assessment system.

TV Electric Response B.21 The Offsite Dose Calculation Manual (0DCM) contains legible maps showing environmental thermoluminescent dosimeters (TLD) locations. The ODCM is currently used by the Environmental Chemistry Section to locate Environmental TLD's.

These TLD locations are seldom used as a monitoring location because the offsite monitoring teams are trying to locate the edge of the plume and the highest point.

Maps and references to environmental TLD locations will be removed from procedure EPP-309, "Offsite, Radiological Monitoring," and a reference to the ODCH will be added to EPP-206.

EPP-206 will also be revised to add instructions for the Offsite Monitoring Team Director to give directions obtained from the ODCM, if an offsite monitoring team is directed to find a TLD location. Both procedures are scheduled to be revised by December 31, 1990.

NRC Item B.22 Consider issuing dosimetry to personnel as they enter the Emergency Operations Facility (EOF)

TV Electric Response B.22 Previous revisions of Emergency procedures required all personnel in the E0F to be issued dosimetry when the EOF was activated. As a result emergency team members got too involved with filling out forms rather than getting the facility activated.

Now the program allows the Radiation Protection Coordinator to decide when dosimetry is to be issued based on plant conditions and habitability status of the E0F.

This works well, is less disruptive and distracting, and accomplishes the objective of monitoring personnel exposure when warranted.

TU-Electric Response B.23 The Emergency Organization Roster, as described in EPP-203, " Emergency Communications." assigns Emergency Medical Technicians (EMT) as First-aid Team member.

EMT's are trained to respond t o an emergency as a first-aid team member and therefore EPP-313 is correct in specifying the EMT by_

their emergency organization position title.

No further actions are necessary.
