Gentlemen:

The referenced letter requested additional information with respect to SPLB FSAR review.

In a telephone conversation on December'1, 1988, between J. H. Wilson (NRR), and D. R. Woodlan (TV Electric), it was agreed that TV Electric would 3rovide the requested information or a schedule for its submittal by Decem)er 16, 1988. TV Electric has provided partial responses to the requested additional.information for FSAR Sections-6.2, 6.5, 1A(B), 9.1.3, 9.2.2, 9.4.1, 9.5.4, 10.3, 10.4.9, 11.1,~11.3, 11.4 and 15.7 by TXX-88827, dated December 9,1988; TXX-88855, dated December 20, 1988; and TXX-88858, dated December 28, 1988. The latest letter logged TXX-89010, dated January 6,1989, provided the status for completing the remaining FSAR 3.11 responses.

In a telephone conversation on February 10, 1989, between M. Malloy (NRR), and H. A. Marvray (TV Electric), a seven day extension was requested and received to the response date for the FSAR 3.11 questions.

Attached is a response to the FSAR 3.11, questions 1 and 2a through 2c, portion of the request for additional information.

REQUEST FOR ADDITIONAL INFORMATION SPLB FSAR REVIEW FSAR 3.11 QUESTION 1 Forelectronicequipment,includingsemiconductors,thestafftydically requiresthatamildenvironmentforradiationbedefinedas-<103radstotaj integrated dose.

For other equipment, a mild environment is Befined as <10 rads total integrated dose.

It is not-clear from the FSAR description f5r a mild environment for Comanche Peak that TV Electric's definition is consistent with the staff position.

If the definition is consistent with the staff position, pleas.e provide a statement of clarification to that effect.

If the definition is different from the staff position, provide the basis for the TV Electric position, including justification.

RESPONSE TO FSAR 3.11 QUESTION 1 TV Electric considers postulated radiation environments < 104 rads as mild environment areas at CPSES.

However, for postulated radTation doses between 105 and 109, electronic equipment, including semiconductors, are evaluated to demonstrate qualification to the postulated radiation dose.

REQUEST FOR ADDITIONAL INFORMATION-SPLB FSAR REVIEW FSAR 3.11 QUESTION 2a In the meeting on September 29, 1988 with the staff, TV Elactric indicated that the evaluation of the flood elevation inside containment was still in progress.

Provide the results of this evaluation and identify the equipment that will be affected due to flooding.

RESPONSE TO FSAR 3.11 QUESTION 2a The evaluation of the flood level inside containment following a design basis event (DBE) has been completed. The maximum aesign flood level elevation inside containment is 817'-6"., Table 3.11-2a, identifies the electrical equipment, instrumentation and control, and components located inside containment that are potentially submerged following a DBE.

For each conduit category, Table 3.11-2a identifies the cable, associated component tag number, and the safety function requirement with respect to 10CFR50.49 requirements.

If design changes o other revisions to the CPSES design occur that change the flood level inside containment or the identification of equipment that could be potentially submerged, the changes will. be properly documented by TV Electric.

Any new equipment will be properly qualified per the CPSES Environmental Qualification Program as described in Section 3.11 of the CPSES FSAR.

Clarify that instruments submerged in the water are not just considered to be in the high' humidity environment.

RESPONSE TO FSAR 3.11 QUESTION 2b Flooding / submergence and 100% relative humidity are treated separately for qualification in the Equipment Qualification Program'at CPSES.

TV Electric does not treat equipment subject to submergence as if they are just subject to being in a high' humidity environment.

The subject FSAR paragraph on flooding, that is after the paragraph which addresses 100% relative humidity, was intended to clarify the analysis of a potentially harsh environment due to

' flooding.

The FSAR will be. revised to clarify that flooding is not considered.

! to TXX-89011 February 17, 1989 Page 4 of 4 REQUEST FOR ADDITIONAL INFORMATION SPLB FSAR REVIEW FSAR 3.11 QUESTION 2c Section 3.118.1 discusses the flooding due to a design basis accident, but refers to Section 3.6 of the FSAR for flooding due to a moderate-energy line crack.

How is equipment qualification affected by the high-energy line break versus the moderate-energy line crack? What are the components which could be affected by the moderate-energy line crack? Section 3.110 should clearly address all flooding effects on equipment qualification.

RESPONSE TO FSAR 3.11 QUESTION 2c Equipment within the scope of 10CFR50.49 that are subject to the affects of a high energy line break (HELB) are qualified to operate for the resulting environment due to an HELB.

If the equipment can not be qualified, an evaluation is performed to determine if it is required to operate for mitigation of the accident.

If the equipment is not required to operate, an evaluation is performed to demonstrate that failure of that equipment is not detrimental to the safe shutdown of the plant.

Equipment required for safe shutdown is qualified to remain functional for the enveloping environmental conditions (e.g., temperature, pressure, spray, flooding, radiation and relative humidity).

The list of equipment required for safe shutdown includes the equipment required for both HELBs and moderate energy line cracks.

The evaluation of equipment that could be potentially i

affected by a moderate energy line crack is ongoing and available for your review at CPSES.
