DOCKET N05. 50-445 AND 50-446 DG SECONDARY METER AND RELAY CT CIRCUIT CABLE LEADS SDAR: CP-87-84 (FINAL REPORT)
Gentlemen:
l On September 3,1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving long electric cable leads in the secondary meter and relay CT circuits for the emergency Diesel Generator which could result in inoperability of the protective relays in the circuit. Our most recent interim report was logged TXX-7035, dated December 18, 1987. After further i
evaluation we have determined that this item is not reportable. pursuant to 10CFR50.55(e).
Our evaluation of this issue has determined the ratio. error of 28.57%
discovered during preparation of calculation -16345-EE(B)-023-13G-0 could lead to improper operation of protective circuits for the diesel generator.
This could result in damage to the diesels if abnormal conditions occurred during-periodic and surveillance testing under normal plant operating conditions.
1 However, these circuits are automatically bypassed during an emergency start i
of the diesel generators, and would not have prevented them from performing the intended safety function.
We have concluded in the event this issue had remained uncorrected, no condition adverse to safety would have existed.
This issue is not reportable under the provisions of 10CFR50.55(e).
