SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50-445 AND 50-446 CONDUCTOR LUG TERMINATIONS SDAR: CP-87-105-(FINAL REPORT)
Gentlemen:
On September 14, 1987, we. verbally notified your.Mr. H. S. Phillips of a deficiency involving cable termination inspections which indicate that l
f multiple cable termination deviations may exist.
The conditions addressed in this issue are documented in Nonconformance Reports (NCRs) CE-87-4948 and CE-87-90llX.
Our most recent interim report was _ logged TXX-6841, dated October 14, 1987. After further evaluation we have determined that this item isnotreportablepursuantto10CFR50.55(e).
NCR CE-87-9011X reported that certain conductor lug terminations for hydrogen purge containment isolation valve ~ CP2-VADPEC-01 had improper crimping of the lug barrels.
Engineering evaluation has determined that although the crimps were off center, all lugs had full crimp impression on the barrel and the conductors protruded past the crimp point.
There were no loose connections between the conductors and the lug barrel and all connections were mechanically sound. A slight offset along the axis, within the defined tolerances of Electrical Specification 2323-ES-100, will not affect the intenc'ed function of the. conductors or the operation of the device to which it is connected.
In addition, NCR CE-87-4948 reported that for certain other field terminated.
cables, the insulation barrel of the ring tongue lug terminals were not completely crimped.
1he disposition of the NCR required some of the. lugs to be replaced because of questionable workmanship on the-insulation crimp.
The purpose of the insulation crimping is to relieve strain on the conductor insulation at the termination point.
This is analogous to supporting field cables at terminations using cable ties per Electrical Specification 2323-ES-100, " Electrical Erection Speci fication,. Section,3.2.2.24.
Engineering evaluation has determined that all-conductor (crimps are satisfactory.
Imperfect crimping of conductor insulation' as noted on NCR CE-87-4948 will not have adverse affect on the function of the cables.

-Txx-7053 December 23, 1987 Page 2 of 2 We have concluded that in the event this issue had remained uncorrected, no condition adverse to safety would have existed.
This issue is not reportable l
under the provisions of 10CFR50.55(e).
This is our final report on this issue. Records supporting this conclusion are available for your inspectors to review at the CPSES Project Site.
Very truly yours,
