SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET.NO. 50-446 REQUEST FOR EXTENSION OF CONSTRUCTION PERMIT N0. CPPR-127

REFERENCE:

TU Electric Letter TXX-6322 from W. G. Counsil to the NRC dated April 29, 1987 Gentlemen:

Per our conversation with Mr. H. E. Schierling on July 17, 1987, TV Electric hereby responds to the request for additional information regarding our groundwater withdrawals at CPSES. As background, the NRC staff's environmental impact appraisal for Amendment 2 to Construction Permit Nos.

CPPR-126 and CPPR-127 was based upon a maximum withdrawal. of 6.57 x 108 gallons during a construction period of five years at a rate of two hundred fifty (250) gallons per minute (see TUGC0 letter TXX-3547 from R. J. Gary to H. R. Denton dated July 26, 1982).

For the following reasons the bases for the staff's appraisal is unchanged for the total groundwater withdrawn until August 1, 1990.

First, as of July 1,1987, approximately 5.12 x 108 gallons of groundwater have been withdrawn from the two production wells.

J/ An additional amount of groundwater was withdrawn from an additional well during the period of June 1, 1982 to July 13, 1987 to provide drinking water to the Nuclear Operations Support Facility (N0SF) and flush water for new building lines.

For the period from December 9, 1986 to July 13, 1987, the groundwa million(0.02x10gerusagefromthiswellhasbeenmeteredat1.97

) gallons or about 6.3 gallons per minute for the two hundred sixteen (216) day period.

As you will note from the attachment to this letter, the groundwater usage showed a temporary increase during the flush out of new building lines.

Based upon this peak usage from the new well, we can extrapolate a conservative total groundwater withdrawal from 8

this well of approximately 17.04 million (0.17 x 10 ) gallons for the time' period from June 1, 1982 to July 13, 1987.

-'Second,- even assuming a maximum groundwater withdrawal. ofl forty (40): gallons

per minute'from July 1,.1987-to August 1; 1990 for all groundwater sources-1 (this ' withdrawal ratelis authorized by A'nendment 8 to Construction Permit Nos.

LCPPR-126 AND CPPR-127), there would be approximately 64.9 million (0.65 x L-8

Totaling the above, rejiults in a conservative estimate of total groundwater-withdrawl of. 5.94 x 100 ' gallons for the period _ up to August 1,1990,.which
