Dear Mr. Martin:

TUGCo has performed an evaluation of all the valves associated with IE Bulletin 86-03, " Potential Failure of Multiple ECCS Pumps Due to Single Failure of Air-0perated Valve in Minimum Flow Recirculation Line". We have concluded that Comanche Peak does not have the single failure vulnerability problem described in the bulletin.
