SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 CABLE TRAY C-TYPE CLAMP AND DIMENSIONS SDAR: CP-86-39 (INTERIM REPORT)

Dear Mr. Johnson:

On May 27, 1986, we verbally notified your Mr. T. F. Westerman of a deficiency involving dimensional tolerances of the shims used in conjunction with C-Type clamps on cable trays. This is an interim report of a potentially reportable item under the provision of 10CFR50.55(e). We have submitted an ir.terim report logged TXX-4874, dated June 26, 1986.

Original design requirements specified shim plates when utilized with "C" type clamps to be flush with the tray web and extend a maximum of 1/2" beyond the outside of the web. This requirement provides shimming under the full width of the tray flange.

Due to an error in transferring information from the original design change to the erection and inspection drawing, the shim plate was given a tolerance of plus or minus 1/2" from the tray web. This allowed the shim plate to be installed up to 1/2" inward from the web underneath the tray flange. As a result, some unacceptable clamp / shim configurations could have been installed l and accepted.

l To address this issue, a study has been conducted which indicates that local stresses in the tray flange near the "C" clamp, due to the maximum anticipated loading conditions, are less than the allowable plastic limits given in the I

CPSES FSAR except for the T. J. Cope 4" x 12" tray section. Further evaluations are required for the T. J. Cope 4" x 12" tray to establish the correlation between the limiting acceptable seismic "g" values and the expected specific response accelerations. The limiting seismic accelerations of concern are in the direction perpendicular to the tray plan, i. e. for the horizontal trays, it is in the direction of the natural gravity - downward.

A testing program has been initiated to evaluate the T. J. Cope 4" x 12" tray / clamp configuration. It is anticipated that this testing will be complete by November, 1986.
