DOCKET NOS. 50-445 AND 50-446 QUALIFICATION OF RAYCHEM KIT NPKS-02-01 SDAR: CP-86-21 (FINAL REPORT)

Dear Mr. Johnson:

On March 24, 1986, we verbally notified your Mr. T. F. Westerman of a deficiency involving possible discrepancies in vendor (Raychem) methodology for testing of environmental qualification which may render the Raychem Kit NPKS-02-01 unacceptable for specific published applications. Our most recent interim report was logged TXX-4994, dated September 5, 1986.

The specific deficiency involves a heat shrink kit used for in-line butt-splices.

The kit consists of two inner sleeves which are enclosed by an outer sleeve. When overlapped at the butt-splice, the effective outside diameter of the inner sleeves is greater than the specified useful range of the outer sleeve.

Raychem has indicated the condition is the result of an earlier design deficiency in which the American Wire Gauge (AWG) standard was used to size the outer sleeves as opposed to specifying a kit-specific outside diameter.

We have received documentation from Raychem which provides technical justification and qualification of the CPSES installation configuration to the site-specific qualification report for the Raychem kit.

Based upon review of this documentation, we have determined this condition, had it remained uncorrected, would not result in any adverse effect on the safety of operations. We have concluded this issue is not reportable pursuant to the provision of 10CFR50.55(e).

Records supporting this determination are available for your inspectors to review at the CPSES site.
