SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 MINIMUM CONCRETE COVERAGE SDAR: CP-86-17 (INTERIM REPORT)

Dear Mr. Johnson:

On March 21, 1986, we verbally notified your Mr. R. Hall of a deficiency concerning the minimum concrete coverage required for reinforcing steel in the walls and floors necessary to maintain a three-hour fire rating. This is an interim report of a potentially reportable item pursuant to the provisions of 10CFR50.55(e). On September 5, 1986, we requested and received an extension for submitting this report from your Mr. I' Barnes until September 17, 1986.

We have submitted interim reports logged TXX-4768 and TXX-4843, dated April 21, 1986, and-June 6, 1986, respectively.

The cognizant engineering contractor, Gibbs & Hill, has pe. formed a preliminary evaluation of the subject walls and floors that indicates postulated temperatures would not adversely effect the structural capacity of the reinforced concrete elements.

Currently, we are pursuing the proper mea..s by which to validate our analysis consistent with the fire protection criteria specified in the FSAR. These efforts are scheduled for completion November 3,1986.

l We are continuing our evaluation and anticipate submitting our next report on j

this issue no later than November 24, 1986.

l Very truly yours, htb f
