DOCKET NOS. 50-445 and 50-440 STATUS OF ISAP I.a.4 RESULTS REPORT l

Dear Mr. Noonan:

There are two issues which you raised in your letter of June 13, 1986 concerning the results report for ISAP I.a.4.

The first concerned additional sampling which was done after l

the report was approved by the SRT and released to the NRC.

The concern which gave rise to the SRT decision to perform some additional sampling was a question as to whether

" unlanded spares" should have been included as valid members of the population to be sampled.

The SRT was and is of the opinion that unlanded spares appropriately belong in a

population to be sampled for termination accuracy. Other observers with the staff were of the view that since unlanded spares were not physically terminated (or ~hould not have been) they should not be considered part of the population to be sampled.

Rather than carry forward what the SRT viewed as a minor difference of opinion, the SRT directed that the then existing sample be sufficiently expanded to meet the desired statistical size excluding the l

presence of unlanded spares.

The additional inspections were done and the conclusions of the results report were not affected by the additional inspection results.

The results report will be modified to reflect the additional samples.

The second concern dealt with an issue of "out-of-scope" l

observations and how such data will be accommodated by the l

CPRT program and whether such observations would impact a l

given results report where tbtre may be a similarity between the out-of-scope observation and an inspection attribute of the action plan.

Noonan July 23, 1986 Page 2 In.the first instance, all out-of-scope observations will be considered in the collective evaluation phase of CPRT, regardless of whether there was any similarity to a formal inspection attribute.

Thus if an out-of-scope observation was evaluated as a constrdction deficiency, the impact on the CPRT final results will be fully accommodated and whatever action is needed will be taken.

In the second aspect it needs to be clearly understood that each ISAP which uses statistical sampling is, in that

respect, a stand-alone process and the results of that specific process or statistical sampling are in no way affected by any other observation out of scope or otherwise.

Those conclusions or inferences are independent of any other observation since the bases for them are exclusively the results of the specific random sample associated with that particular action plan.

Should there be a case where an observation outside the purview of an action plan random sample be such that, had the observation been part of the random sample, it would have altered the conclusions drawn, then that fact will be fully considered in the collective evaluation phase of the CPRT program.

Nothing will be lost and the full significance will be recognized.

Should there be cases in the future where released results reports require changes or additions, we shall notify your office promptly on determining the need for such modifica-tions.
