SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION DOCKET NOS. 50-445 AND 50-446 CONTAINMENT SPRAY SYSTEM PIPING SDAR: CP-86-26 (FINAL REPORT)

Dear Mr. Johnson:

On April 14, 1986, we verbally notified.vour Mr. T. F. Westerman of a deficiency involving the safety classification of containment spray system recirculation lines. This evaluation is a result of a Part 21 notice provided to the NRC by Gibbs & Hill.

i I

Our evaluation has shown that the piping classification is in conformance with regulatory guidance and the CPSES FSAR. Gibbs & Hill had a concern that if the piping failed in a seismic event there was a possibility that the containment spray pumps could run out, overload their motors and trip.

'l Since this event is not a postulated failure applicable to CPSES, there is no applicable significant safety hazard.

However, we evaluated the effects of such a postulated passive failure and determined that the containment spray pumps would not run out We have concluded that this issue is not reportable under the provisions of 10CFR50.55(e). Records supporting this determination are available for your inspectors to review at the CPSES site.

Very truly yours, h0hN45 D
