ATTACHMENT TXX-4609 The following objectives and guidelines for Texas Utilities Generating Company (TUGCO) have been developed for the 1985 Emergency Preparedness Exercise. Part A includes general and specific exercise objectives. For the purposes of the 1985 Emergency Preparedness Exercise, state and county participation is not required; therefore, this section does not provide objectives for the state and county emergency response organizations. Part B contains the guidelines which have been developed for the conduct of the exercise.

A.

EXERCISE OBJECTIVES General Objectives:

1.

Demonstrate the ability of emergency response personnel to implement and execute the CPSES Emergency Plan and appropriate Emergency Plan Procedures.

2.

Demonstrate the ability to notify, mobilize and augment TUGC0 emergency response personnel.

3.

Demonstrate the ability to notify federal, state and local authorities within the specified time constraints.

4.

Demonstrate the ability to activate the Technical Support Center (TSC), the Operations Support Center (OSC), the Emergency Operations Facility (EOF), the News Center and the Corporate Office Support Center (C0SC) within the specified time constraints.

5.

Demonstrate the functional and operational adequacy of the TSC, 05C, EOF, News Center and COSC.

6.

Demonstrate the adequacy, operability and effective use of emergency communications equipment, and the adequacy of communications procedures and methods.

7.

Demonstrate the ability to adequately perform post-exercise critiques.

Direction and Control 1.

Demonstrate the ability of each emergency response facility manager to maintain command control over all emergency response activities conductea from his facility throughout the exercise.

2.

Demonstrate the ability to initiate and coordinate emergency response activities in an efficient and timely manner.

3.

Demonstrate the ability to call upon and utilize TUGC0 Corporate or outside support organizations if station 1_

Demonstrate the ability of the Facility Manager to periodically brief personnel within his facility concerning the status of the emergency.

9.

Demonstrate the ability to plan for long term emergency response.

l Accident Assessment i

1.

Demonstrate the ability of the CPSES Emergency Organization to evaluate the causes of incidents, and perform mitigating actions to place the affected unit (s) in a safe, stable condition.

Demonstrate the ability of the appropriate Emergency Response Facility personnel to classify an emergency condition.

Demonstrate the ability of the TSC and E0F Engineering l

Teams to analyze current plant conditions, identify j

projected trends and potential consequences, and provide l

recommendations for mitigating actions.

Radiological Assessment i

1.

Demonstrate the ability to coordinate and conduct onsite, in-plant and offsite radiological monitoring activities.

2.

Demonstrate the ability to assess and provide projections of offsite radiological conditions to support the formulation of protective action recommendations (regardless of the system used).

3.

Demonstrate the ability to coordinate radiological data between the TSC and E0F.

deployment of onsite and offsite radiological monitoring l

5.

Demonstrate the ability of survey personnel to perform dose rate surveys, collect and analyze radiological samples, and perform other prescribed onsite, in-plant and offsite radiological monitoring activities.

Demonstrate the ability to obtain and analyze primary or secondary samples and assess the resultant data.

Protective Response 1.

Demonstrate the ability to inform and update TUGCO, state and local emergency response personnel regarding the status of the emergency.

2.

Demonstrate the ability to control the spread of contamination and emergency workers exposure.

3.

Demonstrate the ability to formulate and implement onsite protective action measures.

4.

Demonstrate the ability to formulate protective action recommendations for the general public and emergency workers within the Plume Exposure Emergency Planning Zone (EPZ).

5.

Demonstrate the ability to communicate protective action recommendations to state and local authorities.

6.

Demonstrate the ability to continuously account for

_ personnel assigned to, and operating out of, each emergency response facility.

7.

Demonstrate the capability to respond to a contaminated injured indivdual and transport that individual to the appropriate care facility.

Public Information 1.

Demonstrate the capability to coordinate the preparation, review and release of information.

2.

Demonstrate the capability of rumor control personnel to address questions concerning the status of emergency situations.

3.

Demonstrate the ability of the company spokesman and his assistants to moderate media conferences conducted by TUGC0.

Reentry and Recovery 1.

Demonstrate the ability to identify and discuss appropriate onsite reentry and recovery activities.

, EXERCISE GUIDELINES 1.

The exercise will be conducted on October 30, 1985.

Since exercise " players" will not possess prior knowledge of the exercise start time, all personnel should follow l

their normal routines for that day.

2.

Following the establishment of initial conditions,.the exercise will commence with a postulated plant condition necessitating the declaration of an emergency at CPSES.

3.

The p;stulated accident conditions will result in a simuiated radiological release which necessitates the consideration of protective actions for the general public. Meteorological conditions may be varied throughout the exercise.

f.

4.

All onsite and offsite TUGC0 emergency response facilities will be manned and will perform their prescribed functions as appropriate to the development of the exercise scenario. The control room will be conducted as a Table Top with a minimum amount of-simulation.

5.

The Media Center will be manned and will perform its prescribed functions; however, no exercise press releases l.

will be made to the public.

6.

Squaw Creek will implement its emergency procedures; actual evacuation of the park will be simulated.

7.

The Texas Department of Public Safety and the Texas Department of Health - Bureau of Radiation Control, will to a limited extent, participate in this exercise for the purposes of receiving initial notifications and subsequent communications related to the exercise scenario; however, these state agencies will not be required to mobilize manpower of equipment in response to the exercise scenario.

In addition, the activities of the Hood County and Somervell County emergency response organizations will-be simulated by exercise controllers stationed in the county Emergency Operations Centers.

All normal phone numbers for communications with these agencies should be used, but when calling counties, ask for a controller.

8.

Exercise " players" will perform, as appropriate, radiological monitoring and dose assessment activities.

9.

TUGC0 radiological monitoring field teams will be dispatched for the purpose of testing response time, communications, and monitoring and sampling procedures.

analysis. Each radiological monitoring field team will be accompanied by a controller / evaluator team throughout the exercise. Each field team will rendezvous with its.

controller / evaluator team at the Operations Support Center (OSC).

10.

Participation by CPSES onsite personnel directly involved in responding to an emergency situation shall be carried out to the fullest extent possible, including the deployment of in-plant and out-of-plant radiological monitoring teams, and the use of protective clothing and respiratory protection equipment, 11.

Use of protective clothing and respiratory protection equipment, if required by the exercise scenario, shall only be simulated by personnel assigned to the offsite TUGC0 radiological monitoring field teams.

12.

The postulated accident conditions may warrant the assembly and accountability of non-essential personnel in the Protected Area.

If required by the exercise scenario, onsite assembly and accountability procedures should be simulated.

13.

If required by the exercise scenario, procedures for the

~

activation of the onsite emergency evacuation alarm should be demonstrated, but the actual sounding of the alarm will be simulated. The evacuation of non-essential site personnel will be simulated since this capability has been satisfactorily demonstrated in the two previously graded exercises. Security will keep a continuous accountability of personnel in the Protected Area.

14.

The Glen Rose /Somervell County Volunteer Fire Department may be involved in providing simulated onsite or offsite firefighting assistance.

If required by the exercise scenario, the fire department should be contacted for the purpose of checking communications only, but will not be required to mobilize manpower or equipment.

15.

If required by the exercise scenario, onsite security personnel should exercise their procedures for restricting normal access to the CPSES site withopt actually redirecting incoming and outgoing personnel.

16.

If the exercise scenario requires the activation of the Outdoor Alert and Notification System, the actual activation of tnis system will be simulated.

17.

Exercise participants should use the statement, "this is a drill", or a similar statement when communicating exercise information. - -

Channels 4 and'5 of the~Gaitronics should be reserved for Lthe exercise.

19.

Notifications on the ENS (NRC red phone) will be performed and communciations will.be terminated by the NRC Duty-Officer in Bethesda. No simulation'will be performed for:any communications on the ENS.

20.

If the_use of SCBAs are required onsite by conditions of the scenario, SCBAs will be' worn, but the air hoses will be disconnected from the masks.

e 21.

Hood County Hospital will participate and respond with an ambulance if requested as part of the exercise.

22.

Exercise players and controllers have priority access through the PAP in the event delays getting through the PAP should occur.
