COMANCHE PEAK STEAM ELECTRIC siAT10N ENVIRONMENTAL QUALIFICATION AUDIT RTD QUALIFICATION

Dear Sir:

During the Environmental Qualification Audit of Comanche Peak Steam Electric Station (CPSES), the qualification report of some RTD's was found inadequate because aging was not performed on the termination head. The RTD termination head consists of a metal cover, a ceramic and metal terninal block, and an asbestos gasket.

None of these materials have a significant thermal aging mechanism. The vendor chose not to perform accelerated thermal aging on the terminal head on this basis and the qualification was accepted by CPSES on this basis.

During the audit, the vendor was contacted and the RTD inspected to re-verify the materials used and their thermal properties.

In order to resolve the concern of the audit team with the documentation package, the information from the vendor has been documented in GTN-61552 of October 4, 1982 (attached).

This letter has also been attached to the qualification report for the RTD's and is now part of their qualification documentation.

In addition, the Equipment Qualification Documentation Review Form has been revised to incorporate this information. The actions described above resolve the concern of the Equipment Qualification Audit Team with the qualification documentation for these RTD's and closes this open item from the audit.

I called Mr. Rattio to discuss the environmental qualification of Conax RTD's as supplied for use at CPSES.

I explained to Mr. Rattio that the questions were brought up at the NRC audit of NUREG-0588 checklists that was ongoing at that time.

The following conclusions were reached during that telecon:

1.

Terminal head portion of RTD's were not heat aged to 40 year life prior to DBE testing.

2.

The terminal head and terminal block are metallic and will not degrade at the temperatures involved in testing.

3.

The only item of concern is the terminal head gasket which prevents the inleakage of water during LOCA.

4.

The terminal head gasket is asbestos, a mineral and has no mechanism for aging per EPRI document NP 1558, "A Review of Equipment Aging Theory and Technology."

5.

The gaskets were radiation aged and successfully passed two consecutive LOCA~ tests.

(Only.one LOCA test was required).

6.

Conax maintenance requirements for the RTD's calls for inspection of terminal head and gasket every 12 months.

TUGCo Maintenance Program requires replacement of the gasket at every annual inspection.

Based on the above, Mr. Rattio and I agreed that there was sufficient justification to consider the aforementioned RTD's as environmentally qualified and meeting the intent of the specification.
