Dear Mr. Seidle:
On May 22, 1979, we verbally informed your Mr. R. G. Taylor that pipe wall thickness requirements established in the project piping specifica-tions may not have been adequately conservative to meet ASME code stress requirements. We considered this "potentially" reportable under 10 CFR 50.55(e).
Preliminary meetings have been held to establish a minimum wall thickness examination program on this problem.
The examination will be performed by Southwest Research Institute and will be coordinated by a Brown & Root Coordinating Group. Technical and QA support will be provided by Gibbs &
Hill, TUSI and TUGCO.
The Brown & Root Coordinating Group's procedure for their activities has been issued for review and is currently under revision to address comments.
The Coordinating Group is in the process of determining suspect weld joints.
This activity is over 50% complete.
Southwest Research Institute is in the process o'f completing procedures specifically for this program. We expect to start on-site examination activities by September 20, 1979 and expect this activity to last approx-imately six (6) months.
