While withdrawing shutdown bank rods in pr … While withdrawing shutdown bank rods in preparation for a North Anna Unit 2 startup, a Rod Control system Urgent Failure alarm was received in the main control room. Further investigation revealed group step counters for Shutdown Bank 'A' deviated by 3 steps from demand.
