The inspectors identified a green noncited … The inspectors identified a green noncited violation of 10 CFR Part 50, Appendix B, Criterion III, Design Control, after Wolf Creek failed to provide adequate design control measures for verifying the adequacy of the flooding analysis for the auxiliary feedwater pipe rooms 1206 and 1207. Wolf Creek failed to identify piping that was seismically unqualified and that if ruptured could potentially overwhelm the floor drains. Wolf Creek re-analyzed the piping and determined it would not rupture during an earthquake. Flooding of the room could have caused all three of the auxiliary feedwater pump suction pressure transmitters to fail and inhibit automatic swap to essential service water. The licensee placed this issue in their corrective action program as Condition Report 26050. The inspectors determined that the incorrect calculation assumption in the flooding analysis of record was the performance deficiency. This finding was determined to be more than minor because it impacted the Mitigating Systems Cornerstone attribute of the design control and affected the cornerstone objective to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. Using Manual Chapter 0609.04, Phase 1 Initial Screening and Characterization of Findings, the finding was determined to have very low safety significance because the deficiency was confirmed not to result in loss of operability or functionality.
