The inspectors identified a Green noncited … The inspectors identified a Green noncited violation of 10 CFR Part 50, Appendix B, Criterion V, involving a failure to perform an adequate operability evaluation. The inspectors identified non-conservatisms in the evaluation with regards to standby service water cooling tower drift rate, a failure to consider external events design basis impacts, and a failure to properly classify the condition as a substantially degraded, non-conforming condition, because it was subsequently determined that the deficiency could increase drift losses by a factor of ten. The licensee entered this issue into the corrective action program as Condition Report CR-GGN-2009-01222.This finding is more than minor because the failure to perform adequate operability evaluations, if left uncorrected, could become a more significant safety concern because the loss rates could become worse over time.
