Description
The inspectors identified a Green noncited … The inspectors identified a Green noncited violation of 10 CFR Part 50Appendix B, Criterion V, involving the failure to properly clean and inspect the rooftop and associated water drainage systems of the safety-related diesel generator building. The inspectors identified loose, flexible roofing material that could have covered roof drains and result in loss of functionality for all of the standby diesel generators during a design basis heavy rainfall event. The licensee entered this issue into the corrective action program as Condition Report CR-GGN-2009-00429.This finding is more than minor since it affects the protection against external events attribute of mitigating system cornerstone. The roofing material and debris represented a degrading condition that if left uncorrected could have affected the availability, reliability, and capability of the standby diesel generators to respond to initiating events to prevent undesirable consequences. Using the Manual Chapter 0609, Significance Determination Process, Phase 1Worksheet, the finding screened as potentially risk significant due to a flooding or severe weather initiating event, which then required a Phase 3 analysis.
